[00:00.04]President-elect Joe Biden plans to sign many executive orders
[00:05.44]and to propose legislation to Congress in the early days of his administration.
[00:12.56]The actions are widely considered an attempt to cancel
[00:16.80]many of the main policies from the administration of President Donald Trump.
[00:24.00]Many of the Biden proposals center around three issues:
[00:29.60]the coronavirus health crisis and its economic results,
[00:35.04]climate change and immigration.
[00:39.08]These are some of the promises Biden has made for changes
[00:43.68]he wants to carry out mainly in his first 100 days in office.
[00:51.16]Last week, Biden proposed spending $1.9 trillion
[00:57.40]on measures to provide vaccines and economic aid
[01:01.72]to Americans affected by the COVID-19 pandemic.
[01:06.80]In a statement on his plan, Biden set a goal of giving out
[01:11.20]100 million shots in his first 100 days in office.
[01:17.56]He said he would give "billions of dollars" to speed up vaccination efforts.
[01:25.00]Biden also said he would place a requirement
[01:28.36]to wear a face covering on all federal property
[01:32.04]and airplanes and buses traveling between the states.
[01:37.52]Other measures include assistance with student loan payments
[01:42.04]and extending the ban on forced removal of those who cannot pay rent.
[01:48.96]Biden said he will direct federal agencies to take immediate action
[01:54.44]to provide economic aid to families affected by the health crisis.
[02:01.28]In addition, the United States would return to the World Health Organization.
[02:06.72]Last year, the Trump administration withdrew from the United Nations health agency
[02:13.28]saying it had failed during the coronavirus health crisis.
[02:19.12]The U.S. is the biggest donor to the WHO.
[02:25.28]The president-elect has promised to ban new oil
[02:29.24]and gas permits on public lands and waters.
[02:34.64]That would include the Arctic National Wildlife Refuge
[02:39.20]which was opened by the Trump administration.
[02:43.40]In addition to that move, Biden has promised to cancel permission
[02:48.28]for the operation of a Keystone XL pipeline
[02:52.32]that would send Canadian oil to the United States.
[02:57.76]Also, Biden has said many times
[03:01.08]that he would return the United States to the Paris Climate Agreement.
[03:06.80]That deal, signed in 2016, places limits
[03:11.56]on the release of carbon gasses by developed nations.
[03:17.12]Trump campaigned in 2016 saying he would pull out of the deal.
[03:23.76]Trump announced the U.S. withdrawal within months of taking office.
[03:30.52]Other environmental measures would include again placing restrictions
[03:35.12]on the carbon gas methane released by the oil industry.
[03:41.04]Biden has said he will use government buying power
[03:45.00]to make properties more dependent on energy that
[03:48.36]comes from wind, solar or other sources considered "clean."
[03:55.56]He has said the government also will buy vehicles
[03:59.24]that do not release any carbon gasses.
[04:04.12]Biden has said he would send to Congress legislation
[04:08.36]that would legalize millions of migrants living illegally in the United States.
[04:15.80]He also has stated his support for a program to protect "Dreamers."
[04:22.64]Dreamers are people who came to the country as children,
[04:26.68]but do not have legal permission to be in the country.
[04:32.28]The program has faced many legal disputes
[04:36.16]because it was not created by Congress.
[04:41.04]In other decisions, Biden has promised that he would change a U.S. policy
[04:46.88]that separates adults from children
[04:49.80]when they are caught entering the country illegally.
[04:54.60]Restrictions on those seeking asylum in the United States would be lifted.
[05:02.00]These include requiring migrants passing through Guatemala and Mexico
[05:07.88]to first seek asylum in those countries before requesting it in the U.S.
[05:15.16]In addition to immigration measures Biden would end
[05:19.08]Trump's National Emergency declaration which permitted him to use
[05:24.28]federal money to put a wall on the U.S. border with Mexico.
[05:30.72]Biden also said he would cancel the ban on almost all travel
[05:35.96]from some Muslim-majority countries with high levels of terror activity
[05:41.44]put in place by the Trump administration.
