[00:00.04]Russian figure skater Kamila Valieva
[00:03.64]has been cleared to compete
[00:06.00]in the women’s individual competition
[00:08.92]at the Winter Olympics in Beijing, China.
[00:12.88]The 15-year-old failed a drug test six weeks before the Olympics.
[00:19.20]Results from the test came back last week.
[00:23.60]The women’s figure skating competition
[00:26.20]begins Tuesday and ends Thursday.
[00:29.52]Valieva is considered a gold-medal favorite in the event.
[00:36.08]If she does finish in the top three, however,
[00:39.76]Valieva will not get a medal ceremony in Beijing.
[00:44.12]Nor will any skater who finishes in the top three with her.
[00:49.60]The Court of Arbitration for Sport cleared Valieva
[00:54.08]to skate Monday afternoon Beijing time.
[00:58.08]A group of three judges ruled that Valieva
[01:02.08]does not need to be temporarily suspended from competition
[01:06.84]before a full investigation takes place.
[01:11.36]The court gave her a favorable decision in part
[01:15.36]because she is a minor, or a “protected person,”
[01:20.28]and is subject to different rules from an adult athlete.
[01:25.68]“The panel considered that preventing the athlete
[01:28.60]to compete at the Olympic Games
[01:31.44]would cause her irreparable harm in the circumstances,”
[01:35.68]CAS Director General Matthieu Reeb said.
[01:40.92]The International Olympic Committee said Monday afternoon
[01:44.96]that if Valieva finishes in the top three,
[01:48.52]there will be no medal ceremony during the Games.
[01:53.12]There also will be no ceremony for the team event
[01:56.64]won by Valieva and the Russian team a week ago.
[02:02.00]“It would not be appropriate
[02:03.76]to hold the medal ceremony,” the IOC said.
[02:08.40]The decision not to award medals also affects
[02:12.20]the men’s Olympic champion, Nathan Chen,
[02:15.96]and the rest of the American figure skating team.
[02:20.24]The United States finished second
[02:23.20]behind the Russian Olympic Committee (ROC).
[02:25.64]They will leave Beijing unsure if they won silver or gold.
[02:32.20]If Valieva and the ROC do not get to keep their gold medal,
[02:38.04]Japan moves up to silver and Canada wins bronze.
[02:44.00]Shortly after the CAS ruling,
[02:46.52]Valieva was seen practicing as her trainer watched.
[02:50.56]She completed her program without a fall,
[02:54.16]drawing quiet cheers from the Russian media watching.
[02:59.08]Reaction around the world included support
[03:02.72]for the young skater as well as anger
[03:05.92]that Russian doping had once again damaged a sporting event.
[03:11.84]Athletes from Russia are competing in this Olympics
[03:15.52]as the ROC as a punishment for past doping.
[03:20.96]Medal winners from Russia do not see their national flag raised
[03:26.56]or hear their national song.
[03:29.40]In addition to Valieva being a minor,
[03:32.80]the CAS ruling noted issues of fairness,
[03:36.88]the fact that she tested clean in Beijing,
[03:40.36]and that there were “serious issues” with how long it took
[03:45.08]to get the results of her positive test.
[03:49.44]Valieva tested positive for the heart drug trimetazidine
[03:54.56]on December 25 at the Russian nationals.
[03:58.56]However, the result from a Swedish lab
[04:02.44]did not come until a week ago, after she helped
[04:06.72]the Russian Olympic Committee win the team gold.
[04:11.24]It is not clear why it took six weeks
[04:14.00]to get the results from the lab in Sweden.
[04:17.24]In a statement, the World Anti-Doping Agency
[04:21.36]suggested that Russia’s anti-doping agency
[04:25.04]made a mistake by not telling the Swedish lab
[04:28.88]that Valieva’s test needed to be completed
[04:32.16]ahead of the Olympics.
[04:35.36]RUSADA suspended Valieva last Tuesday
[04:39.48]after it received the results from the lab.
[04:42.64]The medal ceremony for the team event was then suspended
[04:47.12]because of the young skater’s failed drug test.
[04:51.52]RUSADA lifted the ban a day later.
[04:54.84]The International Olympic Committee and other groups appealed,
[04:59.64]and an urgent hearing was held Sunday night.
[05:03.12]Valieva took part in the hearing over video.
[05:08.08]Athletes under 16 like Valieva
[05:11.88]have more rights under anti-doping rules.
[05:15.52]They are not always held responsible for taking banned substances.
[05:21.68]The focus of any future investigation
[05:25.04]will be on her trainers, doctors and other adults
[05:29.32]who are responsible for her health and safety.
[05:34.28]This ruling only concerned whether Valieva
[05:37.48]can keep skating before her case is completed.
[05:41.96]It did not deal with whether she and the Russian Olympic Committee
[05:46.88]can keep their first-place position in the team event.
[05:52.04]Those issues will be dealt with in a separate,
[05:55.32]longer-term investigation led by RUSADA.
[05:59.84]The World Anti-Doping Agency will have the right
[06:03.80]to appeal any ruling by RUSADA,
[06:07.08]and also said it wants to independently investigate Valieva’s team.

END OF TRACK. "END OF TRACK." The two men bowed. "Whoever was that person you were talking to?" she enquired, as soon as they stood together. The took of triumph faded from her eyes, she had grown worn and weary. The roses were wilting on the walls, the lights were mostly down now. Hetty, looking in to see if anything was wanted, found herself driven away almost fiercely. I only saw Master Jervie once when he called at tea time, The year 1747 was opened by measures of restriction. The House of Lords, offended at the publication of the proceedings of the trial of Lord Lovat, summoned the parties to their bar, committed them to prison, and refused to liberate them till they had pledged themselves not to repeat the offence, and had paid very heavy fees. The consequence of this was that the transactions of the Peers were almost entirely suppressed for nearly thirty years from this time, and we draw our knowledge of them chiefly from notes taken by Horace Walpole and Lord Chancellor Hardwicke. What is still more remarkable, the reports of the House of Commons, being taken by stealth, and on the merest sufferance, are of the most meagre kind, sometimes altogether wanting, and the speeches are given uniformly under fictitious names; for to have attributed to Pitt or Pelham their[112] speeches by name would have brought down on the printers the summary vengeance of the House. Many of the members complained bitterly of this breach of the privileges of Parliament, and of "being put into print by low fellows"; but Pelham had the sense to tolerate them, saying, "Let them alone; they make better speeches for us than we can make for ourselves." Altogether, the House of Commons exhibited the most deplorable aspect that can be conceived. The Ministry had pursued Walpole's system of buying up opponents by place, or pension, or secret service money, till there was no life left in the House. Ministers passed their measures without troubling themselves to say much in their behalf; and the opposition dwindled to Sir John Hinde Cotton, now dismissed from office, and a feeble remnant of Jacobites raised but miserable resistance. In vain the Prince of Wales and the secret instigations of Bolingbroke and Doddington stimulated the spirit of discontent; both Houses had degenerated into most silent and insignificant arenas of very commonplace business. "It certainly will be. Miss Widgeon," answered Maria, with strictly "company manners." "One who has never had a brother exposed to the constant dangers of army life can hardly understand how glad we all feel to have Si snatched from the very jaws of death and brung back to us." "Just plug at 'em as you would at a crow, and then go on your way whistlin'?" persisted Harry. "Hurroo!" echoed Hennessey; "that's the ticket." "Come forward, keeper," continued the baron, "and state how these arrows came into your hands!" "Yes." HoMEJULIA京香2018下载
