[00:15.72]These extreme weather events, scientists warn, are clear signs of global warming.

[00:55.28]At least 31 people died in Belgium.
[01:00.52]The rains that led to last week's floods were expected.
[01:06.72]However, politicians and weather forecasters
[01:11.16]were shocked by the amount of rain
[01:14.08]and the powerful, sudden floods that it caused.
[01:19.72]Warnings of danger came too late
[01:23.20]for many people living along Germany's rivers.
[01:28.20]Local officials described the weather event as
[01:32.36]"an explosion of the water" that destroyed buildings,
[01:36.92]electricity, and cell phone networks.
[01:40.72]At one point, water went over the top
[01:44.88]of the Steinbach Reservoir dam in North Rhine-Westphalia state
[01:51.24]causing fear that the dam might break.
[01:54.84]It did not.
[01:56.36]The state governor said the dam was designed for a risk
[02:01.92]that might happen once every 10,000 years.
[02:07.28]"This was exceeded in the last few days," he said.
[02:13.08]Wim Thiery, a professor at Brussels University,
[02:17.60]spoke to the Associated Press Friday.
[02:21.72]He said of the flooding, "There is a clear link
[02:26.16]between extreme precipitation occurring and climate change."
[02:32.92]Across the Atlantic, a different kind of extreme weather
[02:37.16]is happening in Canada and the western United States.
[02:42.96]For the second straight year, Death Valley in California
[02:47.72]has recorded temperatures as high as 54 degrees Celsius.
[02:54.72]The U.S. National Oceanic and Atmospheric Administration, or NOAA,
[03:01.40]reported that the U.S. Pacific Northwest
[03:05.04]and western Canada experienced record highs in late June.
[03:12.84]The extremely high temperature is part of the change
[03:17.20]that has made North America warmer and drier
[03:21.72]in the past 30 years leading to more wildfires.
[03:28.04]On Monday, the National Interagency Fire Center
[03:32.56]said wildfire activity continues in 13 American states
[03:38.96]where 80 large fires have burned more than 475,000 hectares of land.
[03:48.80]The Bootleg Fire, one of the largest in Oregon's history,
[03:53.68]has already burned more than 1,210 square kilometers.
[04:01.36]Firefighters said such wildfire conditions
[04:05.56]are more usual in late summer or autumn.

[04:18.84]He said the recent heat records set in the U.S. and Canada
[04:24.08]"are so extreme that they would be virtually impossible
[04:29.32]without global warming."
[04:32.76]NOAA reports that in keeping with Earth's warming trend,
[04:37.88]the month of June this year is the fifth-warmest June
[04:42.96]in the 142-year global climate record.
[04:48.68]Along with North America, June temperatures
[04:52.72]also reached record highs in Africa.
[04:56.92]Europe's June temperature was the second-highest on record
[05:01.28]and Asia's recorded temperature in June
[05:04.52]also came in as its second warmest tying with 2010.
[05:12.20]Climate scientists say with every 1 degree Celsius rise in temperature,
[05:18.68]the air can take in 7 percent more humidity.
[05:24.00]It can hold water longer, leading to a hot
[05:28.28]and dry condition in North America.
[05:31.52]But it also leads to an increase in huge rainfall in Europe.
[05:39.40]Diederik Samsom is a leading member of the European Commission.
[05:44.72]He said, "A few years ago, you had to point to a point in the future
[05:51.28]or far away on the planet to talk about climate change.
[05:56.60]It's happening now — here."
[06:00.64]Last week, the commission proposed a 10-year plan
[06:04.76]to cut by 55 percent the release of waste gases
[06:10.52]that cause global warming.
[06:13.00]Some member states oppose the plan.
[06:17.36]In January, the U.S. rejoined the Paris Climate Agreement.
[06:23.48]The agreement restricts the release of gasses by developed nations.
[06:30.56]Even if global warming gas releases
[06:34.00]are greatly reduced in the coming years,
[06:37.60]the amount of carbon dioxide already in the atmosphere
[06:42.28]means extreme weather is going to become more likely.
[06:48.24]And experts say we will need to be
[06:51.32]prepared for these extreme events.
[06:54.56]"We need to make our built environment
[06:58.76]— buildings, outdoor spaces, cities
[07:02.48]— more resilient to climate change," said Lamia Messari-Becker,
[07:07.92]a professor of engineering at the University of Siegen.
