[00:04.70]In the last ten years,
[00:06.81]hundreds of American schools
[00:09.05]have begun to offer a new way
[00:11.60]to teach foreign languages.
[00:14.21]This method is called
[00:15.77]dual or two-way immersion.
[00:19.00]Here is how it works
[00:20.87]at London Towne Elementary School
[00:23.67]in Centreville, Virginia,
[00:25.60]outside Washington.
[00:26.90]In some classes,
[00:28.77]only Spanish is spoken,
[00:31.38]even during the Pledge of Allegiance
[00:34.18]-- a morning tradition
[00:35.61]for American schoolchildren.
[00:37.85](SOUND)
[00:42.69]And this is a second grade class
[00:44.37]where the children learn math
[00:46.67]and other subjects
[00:48.16]completely in Spanish.
[00:50.03](SOUND)
[00:53.01]Later in the day they learn
[00:54.94]only in English.
[00:56.25]Half of the children are
[00:58.61]from families
[00:59.36]that speak Spanish at home.
[01:01.35]The other half are
[01:03.71]native English speakers.
[01:05.27]Myra Olmeda is the teacher.
[01:08.32]MYRA OLMEDA: "when these both
[01:11.00]groups [come] together,
[01:12.25]they're learning, you know,
[01:14.11]one from the other
[01:15.11]-- which is the greatest thing
[01:16.35]that is happening."
[01:17.10]Helen Arzola teaches
[01:18.59]the youngest children.
[01:19.77]HELEN ARZOLA: "A child before eight
[01:22.45]is a language learning machine.
[01:24.25]That's their reason for being,
[01:26.18]for the most part.
[01:27.80]So this is the time
[01:30.66]to learn a language."
[01:32.03]She says her kindergarteners
[01:34.33]from English-speaking families
[01:36.57]may have never heard Spanish before.
[01:39.24]And she says children
[01:41.42]from Spanish-speaking families
[01:43.66] benefit from learning
[01:45.40]in their own language.
[01:47.02]HELEN ARZOLA: "The goal of
[01:48.20]the dual-language program
[01:49.38]is to teach low-income
[01:51.31]Hispanic children English
[01:53.30]-- good English, social English
[01:56.91]and academic English.
[01:58.59]And that can only happen
[02:00.77]if they have a good,
[02:02.32]solid foundation
[02:03.69]in their first language."
[02:06.42]But some people are still
[02:08.23]not sure about these programs.
[02:10.34]They say bilingual education
[02:13.21]has not always taught Hispanic
[02:16.07]students enough English.
[02:18.06]K.C. McAlpin is executive director
[02:21.29]of a national nonprofit group
[02:23.84]called Pro-English.
[02:25.58]K.C. MCALPIN: "The experience of history
[02:27.01]has made us a bit skeptical, OK?
[02:29.25]Because it's another thing
[02:31.56]that sounds like on the surface
[02:33.42]is a great idea."
[02:35.29]London Towne Elementary
[02:37.46]is in Fairfax County, Virginia.
[02:39.77]The county also
[02:41.45]offer immersion programs
[02:43.25]in French, German and Japanese.
[02:46.36]One sixth grader at London Towne says
[02:49.97]it's not like traditional teaching.
[02:52.39]DANIEL SHANK-ROWE: "It's really just like being
[02:54.32]in the environment
[02:55.13]where everyone's talking Spanish.
[02:56.56]You just catch on."
[02:58.61]Another student says
[03:00.23]she likes to learn other languages.
[03:02.28]But a national survey found that
[03:05.70]in recent years foreign language
[03:08.01]teaching decreased
[03:09.50]in public elementary
[03:11.30]and middle schools.
[03:12.80]Fewer schools teach French,
[03:15.47]German, Russian or Japanese.
[03:18.14]Some schools say
[03:19.95]a federal education law
[03:21.94]from the last administration
[03:23.68]has hurt language teaching.
[03:26.04]This law only requires testing
[03:29.28]of progress in math and reading.
[03:32.02]Schools also face language
[03:34.75]teacher shortages,
[03:36.25]and now budget cuts caused
[03:39.42]by the economy.

Many of the members complained bitterly of this breach of the privileges of Parliament, and of "being put into print by low fellows"; but Pelham had the sense to tolerate them, saying, "Let them alone; they make better speeches for us than we can make for ourselves." Altogether, the House of Commons exhibited the most deplorable aspect that can be conceived. The Ministry had pursued Walpole's system of buying up opponents by place, or pension, or secret service money, till there was no life left in the House. Ministers passed their measures without troubling themselves to say much in their behalf; and the opposition dwindled to Sir John Hinde Cotton, now dismissed from office, and a feeble remnant of Jacobites raised but miserable resistance. In vain the Prince of Wales and the secret instigations of Bolingbroke and Doddington stimulated the spirit of discontent; both Houses had degenerated into most silent and insignificant arenas of very commonplace business.
