[00:11.67]Census Bureau released
[00:13.81]its official count
[00:15.15]of the nation's population.
[00:17.29]It said the population,
[00:19.48]as of April first,
[00:21.62]was three hundred eight million,
[00:24.26]seven hundred forty-five thousand,
[00:27.31]five hundred thirty-eight.
[00:29.50]The population increased
[00:31.89]nine point seven percent in ten years.
[00:36.17]This was the nation's
[00:37.91]lowest growth rate
[00:39.80]since the nineteen thirties.
[00:42.15]Experts say this was a result
[00:45.68]of falling birth rates
[00:47.82]among some groups and fewer immigrants
[00:51.85]because of the recession.
[00:53.94]Two states had the largest
[00:56.43]population increases.
[00:58.22]Texas gained more than
[01:00.86]four million people
[01:02.45]-- more than any other state.
[01:04.80]Nevada was the fastest growing state.
[01:08.68]Its population increased
[01:10.87]thirty-five percent from the last
[01:14.06]census in two thousand.
[01:16.05]Across the country,
[01:18.44]the largest increases were
[01:21.08]in southern and western states.
[01:24.07]The population continues to move
[01:27.50]from the Northeast and Midwest
[01:30.29]to the South and West.
[01:32.63]This has been happening
[01:34.61]for the past forty years.
[01:36.91]The United States Constitution
[01:39.90]calls for a census of the nation's
[01:42.98]population every ten years.
[01:45.88]This must be done to equally divide
[01:50.01]the four hundred thirty-five
[01:52.35]voting districts in the House
[01:55.03]of Representatives among the states.
[01:57.92]Each House member represents,
[02:00.91]on average, about seven hundred
[02:03.74]thousand people.
[02:05.49]The states with the biggest populations
[02:08.17]have more congressional seats
[02:11.21]than less populated states.
[02:14.15]The most populated state, California,
[02:18.14]has fifty-three House seats.
[02:21.52]The least populous, Wyoming,
[02:24.31]has only one seat.
[02:26.20]Eighteen states will gain or lose seats
[02:31.37]in the House because of the census results.
[02:34.71]Texas will gain four seats,
[02:38.29]more than any other state.
[02:40.78]Florida will gain two seats.
[02:43.62]Six states in the South and West
[02:47.71]will each gain one seat.
[02:49.75]Ohio and New York will
[02:53.28]lose two House seats each.
[02:55.98]Eight states, mostly
[02:59.01]in the Northeast and Midwest,
[03:01.55]will lose one seat each.
[03:03.89]Some experts say the census report
[03:07.97]was possible good news
[03:09.91]for the Republican Party.
[03:11.82]Most of the states that will gain seats
[03:15.65]usually support Republicans.
[03:18.39]Many of the states losing seats
[03:21.97]usually vote for Democrats.

[03:40.10]are responsible for setting
[03:42.19]the borders of congressional districts.
[03:44.78]Republican gains in the elections
[03:48.12]last month will strengthen their power
[03:50.67]in the redistricting process
[03:53.51]that is to begin next year.
[03:56.24]The change in House seats
[03:58.68]might also affect the voting for president.
[04:02.12]Under the Constitution,
[04:04.55]the number of electoral votes
[04:07.04]each state has is based on
[04:09.73]its total number of House
[04:11.97]and Senate seats.
[04:13.86]Adding some House seats
[04:16.75]to the South and West might
[04:19.43]help the Republican candidate
[04:21.52]for president in twenty-twelve.
[04:24.16]The census report shows
[04:26.85]that Hispanics are a major reason
[04:30.13]for population growth in states
[04:33.67]like Texas, Arizona and Florida.
[04:36.01]Since Hispanics usually vote Democratic,
[04:40.04]experts say this may help
[04:43.17]Democrats in the long-term.

In vain the Prince of Wales and the secret instigations of Bolingbroke and Doddington stimulated the spirit of discontent; both Houses had degenerated into most silent and insignificant arenas of very commonplace business.
