[00:48.28]The policy was approved with no opposing votes in May 2020,
[00:52.84]just two days after the killing of George Floyd in Minnesota.
[00:58.08]That event led to nationwide reflections on the state of race
[01:02.32]and social justice issues in society, as well as in schools.
[01:08.08]Knox-Miller helped launch a study by the American Institutes for Research.
[01:13.24]It found that schools with high numbers of special education students,
[01:18.08]English language learners, students living in poverty
[01:22.44]and students of color were scoring lower than other schools.
[01:27.04]Knox-Miller thought the results demonstrated a big need
[01:31.28]for policies aimed at ensuring that all students had the same opportunities.
[01:36.24]But critics questioned the study's findings and how they were presented.
[01:41.40]Conservative candidates ran for the school board
[01:44.60]and won three seats, giving them a majority.
[01:47.72]The winning candidates had voiced concerns about equity policies.
[01:52.96]So Knox-Miller decided to end her work after more than a year of meetings.

[02:04.04]surrounding the issues of diversity and equity in schools.
[02:07.92]After George Floyd's killing in 2020,
[02:11.60]many districts increased efforts to make schools more inclusive places
[02:16.68]for students and employees of all backgrounds.
[02:19.84]But intense debate over how schools deal with race
[02:24.00]is leading some districts to rethink or withdraw plans.
[02:29.04]"People were conflating the definition of equity
[02:32.00]with critical race theory," Knox-Miller said.
[02:35.32]Critical race theory is based on the idea that systemic racism
[02:40.20]has deeply shaped American society, laws and policies.
[02:45.24]It is often taught in higher education settings.
[02:48.68]But school officials say critical race theory
[02:52.52]is not taught in K-12 public school systems.
[02:56.84]However, that has done little to change the minds of opponents.
[03:01.20]They say school systems are misspending money,
[03:05.08]creating racial divisions and shaming white children
[03:09.20]by supporting programs they view as critical race theory in disguise.
[03:15.16]Such criticism has led some districts to stop proposals
[03:19.84]aimed at making schools more welcoming places
[03:23.04]for students from diverse backgrounds.
[03:25.56]Work elsewhere has been affected by heated debates
[03:30.28]about subjects that have been misrepresented as critical race theory.
[03:34.60]In a political climate that has already led to arguments
[03:39.08]over pandemic restrictions and vaccine requirements,
[03:43.00]equity programs are struggling at some schools, said Dan Domenech.
[03:48.72]He is the director of the American Association of School Administrators.
[03:53.68]Districts are "thinking twice about what they say and what they do
[03:58.52]and how they go about doing it because it is having a chilling effect
[04:02.88]on the whole equity, diversity and inclusion movement," Domenech said.
[04:08.24]Virginia-based group Parents Defending Education
[04:11.92]has been critical of diversity, equity and inclusion policies.
[04:17.04]The organization seeks to identify examples
[04:20.48]of what it sees as problematic programs.
[04:24.08]On its website, the group identifies one of its goals
[04:28.24]as fighting "indoctrination in the classroom."
[04:31.96]The organization also seeks a "restoration of a healthy, non-political education."
[04:39.80]In Southlake, Texas, near Dallas, the newly-elected conservative majority
[04:45.24]on the Carroll Independent School District's board
[04:47.96]killed a diversity action plan in December.
[04:51.88]The board also ended a diversity planning group as part of a legal settlement.
[04:57.60]Still, many other programs are continuing as planned.
[05:02.28]An equity program that schools in Clayton County, Georgia,
[05:06.44]worked on more than a year ago
[05:08.56]was designed to keep politics and emotions out of it,
[05:12.36]said Superintendent Morcease Beasley.
[05:15.92]Leaders of the equity group say they plan to use data to drive any policy changes.
[05:22.44]"That's what equity is about," Beasley told the AP.
