[00:05.72]will propose banning thousands of flavors of electronic cigarettes, known as e-cigarettes.
[00:16.08]The Food and Drug Administration (FDA) will develop rules
[00:22.94]to remove all e-cigarette flavors, except tobacco, from the U.S. market.
[00:31.88]Health and Human Services Secretary Alex Azar made the announcement Wednesday.
[00:39.60]He spoke at the White House during an appearance with the president,
[00:44.18]first lady Melania Trump and the acting chief of the FDA, Ned Sharpless.
[00:52.60]E-cigarettes are a popular substitute for traditional smoking products.
[00:58.80]They have been available in the United States for more than 10 years.
[01:05.80]The electronic devices heat liquid into vapor -- very small particles that users inhale.
[01:14.72]Many users vape with a liquid that includes flavoring, nicotine and other chemicals.

[01:32.00]that he wants parents to be informed of what is happening.

[01:41.28]are going to be a lot tougher with respect to their children," Trump said.

[01:53.39]Trump's first public comments on vaping come as U.S. officials investigate
[02:00.37]hundreds of breathing problems in people who have used e-cigarettes and other vaping devices.
[02:08.69]No single device, ingredient or additive has been identified,
[02:15.26]although many cases involve marijuana vaping devices.
[02:20.49]There is still little research on the long-term effects of vaping.
[02:27.12]The administration proposal would only affect nicotine vaping products,
[02:32.89]which are subject to FDA rules.
[02:36.68]The FDA has had the power to ban vaping flavors since 2016,
[02:43.03]but up until now resisted calls to take that step.
[02:48.76]Agency officials instead said they were studying whether flavors could help people
[02:55.66]stop smoking traditional cigarettes.
[02:59.84]But many parents, politicians and health activists have called for action on flavors.
[03:06.99]They argue that flavoring is largely to blame for a rise in vaping among U.S. teenagers.
[03:16.28]"We simply have to remove these attractive flavored products from the marketplace
[03:21.95]until they can secure FDA approval, if they can," Azar said.
[03:28.92]He added that flavored products could seek the agency's permission to re-enter the market.
[03:36.96]Azar said the administration would let tobacco-flavored e-cigarettes remain available for adults.
[03:46.16]But he said that if children begin using those products,
[03:50.34]"we will take enforcement action there also."
[03:54.88]A 2009 law banned all flavors from traditional cigarettes except menthol.

[04:31.52]Juul and other vaping companies argue that their products are supposed to help
[04:37.17]adult smokers reduce their dependence on traditional paper-and-tobacco cigarettes.
[04:43.96]But there is little evidence that e-cigarettes are effective for helping people stop smoking.
[04:51.64]Federal law bars e-cigarette and all other tobacco sales to those under age 18.
[05:00.36]But last year, one study found that 1 in 5 high school students reported vaping in the past month.
