[00:00.12]President Donald Trump ordered the construction of the wall along the U.S.-Mexico border
[00:06.84]to act on his campaign promise of stronger immigration enforcement.
[00:12.88]The president signed executive orders to make federal funds available to build the wall
[00:19.88]during his Wednesday visit at the Department of Homeland Security.
[00:25.48]Trump also ordered the hiring of 10,000 immigration officers
[00:31.04]and 5,000 Border Patrol agents.
[00:35.16]He ordered the end of a policy in which some people are picked up
[00:39.96]after crossing the border illegally, and then released.
[00:45.12]The president also directed his secretary of Homeland Security
[00:49.92]to start the process of cutting federal money
[00:53.44]to cities that refuse to turn over undocumented immigrants.
[00:59.64]The cities have called themselves "sanctuary cities."
[01:04.64]He said countries will take "their criminals back,"
[01:08.16]although he did not say how he would force them to do so.
[01:13.20]His order also calls for building more detention facilities for illegal immigrants.
[01:20.48]"We are going to get the bad ones out -- the criminals, the drug dealers and gangs
[01:26.40]and gang members and cartel leaders," Trump said.
[01:30.68]"The day is over when they can stay in our country and wreak havoc."
[01:37.52]From the day he first announced his candidacy for president in June 2015,
[01:43.68]Trump promised to enforce immigration laws
[01:47.12]and build a big wall along America's southern border.
[01:52.72]"I will build a great, great wall on our southern border," he said in announcing his candidacy.
[01:59.80]"And I will have Mexico pay for that wall."
[02:03.52]Cost estimates for the wall range from $10 billion to $20 billion.
[02:10.68]In an interview with ABC News, Trump said planning for the wall will start immediately
[02:17.88]and construction can start in a matter of months.
[02:22.00]The U.S. will pick up the costs, he said.
[02:25.20]But Trump said Mexico will repay the United States for the cost of the wall.
[02:32.80]"There will be a payment, it will be in a form, perhaps a complicated form," Trump told ABC.
[02:40.64]He said negotiations would begin soon.
[02:45.08]Mexican President Enrique Pe?a Nieto has said Mexico will not pay for the wall.
[02:51.88]He plans to meet with Trump at the White House next week.
[02:56.32]Trump said he will also take steps to stop people from bringing guns from the United States into Mexico.

[03:11.32]Trump is also expected to take action within days
[03:15.92]to limit who can enter the United States as refugees.
[03:20.88]He has been considering a four-month freeze on refugee admissions.
[03:26.36]And he wants to stop the entry of refugees from Muslim-majority countries for at least 30 days.
[03:34.92]Groups that work with immigrant communities criticized the president's enforcement plan.

[04:07.96]He said Trump's plan could put an end or cause a big reduction
[04:13.64]in America's role as a safe place for people threatened by violence and repression.
