[03:37.28]A senior U.S. State Department official who is unnamed, however,
[03:41.96]told Reuters that Putin "is not willing to compromise at this point."

[03:50.68]from U.S. President Joe Biden about Putin "alarming."
[03:55.24]On Saturday, Biden delivered a speech in Warsaw, Poland,
[03:59.68]at the end of his four-day European trip.

[04:06.52]and called on Western democracies
[04:09.20]to remain united against a dictator.
[04:13.00]At the end of his speech, Biden said of the Russian president:

[04:22.00]U.S. officials quickly added that Biden was not calling
[04:25.64]for an immediate change in Russia's government.
[04:29.64]Dmitry Peskov, a spokesman for Putin,
[04:33.04]quickly denounced Biden's comment.
[04:35.40]He said, "it's not up to the president of the U.S. and not up
[04:40.80]to the Americans to decide who will remain in power in Russia."

[04:48.24]his comment was only his personal feeling.
[04:51.28]He said he was just expressing "moral outrage."
