[00:43.40]Instead, officials have delayed the reopening after the latest coronavirus outbreak.
[00:51.24]They are now trying to identify and contact 5,500 people
[00:57.36]who had visited a popular entertainment area in Seoul over the weekend.
[01:03.84]Both countries have contained the spread of the virus by expanding testing
[01:09.80]and tracking people who might have been in contact with anyone reported to be infected.
[01:17.56]In the U.S., the White House released guidelines to re-open the country in three phases.
[01:25.72]It proposes that schools may reopen in "phase two,"
[01:30.16]along with theaters, religious centers, sporting events and restaurants.
[01:38.00]The guidelines suggest that states could make the decision after documenting
[01:43.68]a 28-day decrease of COVID-19 cases and putting in place a strong testing program.
[01:52.96]The Johns Hopkins Center for Health Security supports plans to re-open the U.S. in phases.
[02:00.84]The center, however, notes that there are still unanswered medical questions.
[02:07.00]One is about the rate at which children can spread the virus to others.
[02:12.72]That unknown makes it more difficult to know when schools should reopen.
[02:19.12]The center suggests, "If schools are reopened,
[02:22.88]decisions will need to be made regarding whether tele-education
[02:27.84]will need to be provided to those students who do not come back to school,
[02:33.68]alongside in-person education being provided in school."
[02:39.48]The American Enterprise Institute, or AEI, is a research organization
[02:46.28]that supports limited government and conservative policy.
[02:51.64]In a report for the institute, John Bailey and Frederick Hess suggest that education leaders
[02:59.12]should begin planning now to reopen in the fall
[03:03.32]based on new information about how the coronavirus disease spreads.
[03:09.68]The two say: "Depending on the public health sit-uation, there may be waves of stopping and starting,
[03:17.32]partial or staggered openings, or other developments."
[03:23.20]The AEI says American leaders may learn from schools reopening in other countries.
[03:30.64]For example, Danish health officials have reopened schools
[03:35.24]but with required hand washing and social distancing rules.
[03:41.04]Spaces between students are larger and classes are much smaller.
[03:46.96]Tables, door handles and other surfaces are disinfected two times a day.
[03:54.00]The report suggests changes to school operations including lunches and transportation.
[04:01.60]Schools may permit only one student per seat on the school bus to observe social distancing guidelines.
[04:10.12]Large cities will need to provide a safe environment for students using crowded public transportation.
[04:18.52]Lunches may be served in classrooms or in smaller groups.
[04:22.72]Now, some schools are bringing meals not just to students but also to people in need in the community.
[04:31.48]All of these services will add to the costs of operation and require more money.

[05:15.40]A small school in the western state of Montana is one of the first to reopen in this school year on May 7.

[05:29.16]Bonnie Lower, head of the school system,
[05:32.40]said she knows the school is taking a risk in reopening for just two and a half weeks.
[05:39.44]But a local survey showed most of the parents in this rural community wanted to re-open the classrooms.
[05:47.64]They wanted their children to continue their studies
[05:50.56]and experience a little of normal life before the school break, she said.
[05:56.64]To follow the CDC guideline for social distancing, Lower planned to give teachers a special tool:
