[00:05.40]from using the word "alien"
[00:08.16]to describe undocumented immigrants.
[00:12.24]The change was enacted into law in California and Colorado
[00:18.68]and several other states are considering similar legislation.
[00:24.76]Immigrants and immigrant-rights groups say the use of "alien"
[00:31.68]– especially when combined with "illegal" – is dehumanizing
[00:37.52]and can have a harmful effect on immigration policy.
[00:42.92]In California, Democratic lawmaker Luz Rivas
[00:48.84]wrote the bill that replaces use of "alien"
[00:53.24]in state law descriptions with terms
[00:56.88]such as "noncitizen" or "immigrant."

[01:05.08]that she remembered as a child seeing the word alien
[01:10.20]on her mother's residency identification.
[01:15.12]To the government, it meant her mother
[01:17.76]was not yet a citizen of the United States.
[01:22.04]But to her, it meant the family did not belong,
[01:27.36]even though they were going through the naturalization process.
[01:32.96]"I want other children of immigrants, like me,
[01:37.72]to not feel the same way I did, that my family did,
[01:42.40]when we saw the word ‘alien'," Rivas said.
[01:46.52]The word became the subject of debate
[01:50.64]in several states earlier this year
[01:53.72]as the number of migrants at the U.S.-Mexico border grew sharply.

[02:05.24]removing use of "alien" and "illegal" in state laws,
[02:11.08]the National Conference of State Legislatures reports.
[02:16.48]Colorado is the other state to make the change official.
[02:22.52]State Senator Julie Gonzales co-wrote the Colorado law.
[02:29.00]She told a legislative committee words such as "illegal"
[02:34.48]were "dehumanizing and derogatory."

[02:43.16]from a state law used to describe people living in the U.S. illegally.
[02:49.84]"That language has been offensive for many people," Gonzales said.
[02:57.32]"And some of the rationale behind that
[03:01.20]is really rooted in this idea that a person
[03:05.24]can certainly commit an illegal act,
[03:08.52]but no human being themselves is illegal."
[03:13.64]The use of "alien" to describe non-U.S. citizens has a long history.
[03:21.12]It dates back to the nation's first naturalization law,
[03:26.48]passed by the first U.S. President, George Washington.
[03:32.20]Fearing a war with France,
[03:34.84]Congress also passed the Alien and Sedition Acts in 1798,
[03:42.20]which sought to reduce political subversion.
[03:46.64]Moves to stop the word alien have been criticized by some legislators.
[03:54.44]Sage Naumann is a spokesperson for Colorado's Senate Republicans.
[04:02.52]He told the AP he does not think most Coloradans
[04:07.76]or Americans care about "what semi-controversial words
[04:13.36]are buried" in state laws.
[04:16.44]He said the Democratic-controlled legislature
[04:20.88]should spend its time on matters of deeper importance to citizens,
[04:26.16]such as measures to fight inflation,
[04:29.44]reduce crime and improve education.
[04:34.44]The federal government has also taken action on the issue.
[04:39.72]In April, U.S. Customs and Border Protection
[04:44.20]ordered workers to avoid using the word "alien"
[04:48.48]in agency documents and public communication.
[04:53.88]Employees were instructed to use "noncitizen"
[04:58.04]or "migrant" instead.
[05:00.60]The term "illegal alien" was also removed and replaced
[05:06.44]with descriptions such as "undocumented noncitizen."
[05:12.16]The acting head of the agency, Troy Miller,
[05:16.84]said the change was aimed at protecting "the dignity
[05:21.72]of every individual with whom we interact."
[05:25.76]But the head of the U.S. Border Patrol, Rodney Scott,
[05:31.40]objected to the agency order.
[05:34.56]He argued that the change went against
[05:38.24]current language in criminal law.

[05:44.80]but until then you're really politicizing the mission," Scott said.
