[00:40.04]Youngkin's order said, "Studies indicate
[00:44.52]that students who use their phones during class
[00:48.60]learn less and achieve lower grades."
[00:52.20]It also cited an "alarming mental health crisis"
[00:57.16]among young people driven
[00:59.64]by the use of cell phones and social media.
[01:04.88]Last year, Florida became the first state
[01:08.92]to restrict the use of cell phones in school.
[01:13.92]A law that took effect in July
[01:16.92]requires all Florida public schools
[01:20.56]to ban student cell phone use
[01:23.60]during class time
[01:25.84]and block social media
[01:28.28]on the school's wi-fi.
[01:31.16]The states of Indiana and Ohio
[01:34.40]passed their own laws this year.
[01:37.16]Several others, including Oklahoma,
[01:41.28]Vermont, and Kansas,
[01:43.72]have also recently introduced
[01:46.76]what is being called
[01:48.76]"phone-free schools" legislation.
[01:53.04]New York Governor Kathy Hochul said
[01:56.52]she will push for legislation
[01:59.16]to ban cell phone use i

[02:10.72]the Pew Research Center reported
[02:13.52]that 72 percent of U.S. high school teachers say
[02:18.96]cell phone distraction is a major problem

[02:30.64]About 33 percent of middle school teachers
[02:35.60]and six percent of elementary school teachers
[02:40.20]see cell phone use as problematic.

[02:51.60]complained of students watching Netflix
[02:55.24]during class.
[02:57.16]In Maryland, a teacher said students

[03:12.96]listened to music, and shopped online

[03:22.68]at a Los Angeles-area high school.

[03:28.28]"Students used to have an understanding
[03:31.40]that you aren't supposed to be on your phone in class.
[03:35.16]Those days are gone."
[03:37.96]Granger added, "The only solution that works
[03:41.72]is to physically remove the cellphone
[03:44.92]from the student."
[03:46.84]Some students say such policies
[03:50.20]take away their independence
[03:52.88]and cut off their main method of
[03:55.20]communication with family and friends.
[03:58.80]Opposition also has come from parents
[04:03.24]who fear being cut off from their kids

[04:26.76]But he also sees the upside, or good result,
[04:31.44]of turning in his phone at school.
[04:35.48]At Delta High School, students are required
[04:39.00]to leave their phones at the door
[04:42.00]when entering every class.
[04:45.24]"It helps you focus on your work,
[04:47.84]and it's easier
[04:49.16]to pay attention in class," Jaden said.
[04:53.12]Kim Whitman is a leader
[04:55.24]of the Phone-Free Schools Movement,
[04:58.08]a group that advises schools.

[05:03.96]she urges educators
[05:06.24]to make exceptions for students
[05:08.80]with special educational and medical needs.
[05:14.04]Back in Virginia, school systems
[05:17.04]have been increasingly banning
[05:19.76]or severely restricting students' phone use.
[05:24.40]For example, Loudoun County Public Schools,
[05:29.36]in northern Virginia,
[05:31.44]passed a new policy last month
[05:34.36]that generally bans elementary school students
[05:38.76]from using phones during the school day.
[05:42.56]Middle school students are permitted
[05:45.76]to use their phones
[05:47.56]before or after school,
[05:50.36]but they are expected to store their phones
[05:53.56]in their lockers.
[05:56.44]In high school, students are expected
[05:59.52]to silence their phones
[06:01.76]and place them in storage
[06:03.96]during instructional time.
[06:07.44]In Richmond, Virginia, the school system
[06:10.72]started a cell phone ban last year
[06:13.88]in some of its high schools and middle schools.
[06:19.16]Jason Kamras
[06:21.20]is head of the Richmond school system.
[06:25.40]He said, "We saw more student engagement in class
[06:30.72]and fewer distractions throughout the day."
[06:34.36]Additionally, he said,
[06:37.32]"Students reported spending more time talking
