[00:15.44]The new rules, set to take effect in early November, [00:20.04]were announced Monday by the administration of President Joe Biden. [00:27.24]Under the rules, all adult foreign air travelers [00:31.76]to the U.S. must be fully vaccinated against COVID-19 [00:37.96]before they can board a flight. [00:41.12]This is in addition to the current requirement [00:45.28]that travelers show proof of a negative COVID-19 test [00:50.72]carried out within 72 hours of departure to the U.S. [00:57.72]The new policies cover travelers from 26 European nations [01:04.08]including France, Germany, Italy, Spain, Switzerland and Greece. [01:12.80]The rules will also permit conditional U.S. entry to flyers [01:18.44]from Britain, Ireland, China, India, South Africa, Iran and Brazil. [01:27.84]The administration of former U.S. President Donald Trump [01:32.68]first placed COVID-19-related travel restrictions [01:37.80]on air travelers from China in January 2020. [01:44.12]These were later extended to many other countries. [01:49.44]The United States has permitted foreign air travelers [01:54.08]from more than 150 countries throughout the coronavirus pandemic. [02:00.08]Some experts criticized that policy, [02:04.40]as it included nations with high COVID-19 rates. [02:10.88]The new rules affect almost all foreigners flying to the U.S. [02:17.64]The new policy also affects unvaccinated Americans [02:22.84]traveling to the U.S. [02:25.52]Now, they must be tested for COVID-19 within a day of travel. [02:32.80]They must show proof of the test and its result. [02:38.00]And, they have to show proof of purchase of a virus test [02:43.16]they are required to take after entering the U.S. [02:48.00]The U.S. Centers for Disease Control and Prevention (CDC) [02:52.72]says the government will accept full vaccination of travelers [02:57.96]with any COVID-19 vaccine approved for emergency use [03:03.68]by the World Health Organization (WHO). [03:06.32]This includes the vaccines from Pfizer, Moderna and Johnson & Johnson. [03:14.00]Other WHO-approved vaccines will also be accepted. [03:19.96]These include AstraZeneca and China's Sinovac. [03:26.52]The WHO is reviewing Russia's Sputnik V vaccine, [03:32.44]but has not yet approved it. [03:35.88]Separately on Monday, the United States extended pandemic restrictions [03:42.52]at land borders with Canada and Mexico. [03:47.88]Those rules bar nonessential travel through October 21.
