[ti:Vietnam Energy Plan Aims to Increase Renewables] [by:www.21voa.com] [00:00.00]更多听力请访问21VOA.COM [00:01.40]In Vietnam, electricity outages can leave homes and businesses [00:08.08]without power for hours at a time. [00:11.92]However, a new national energy plan, [00:16.20]called Power Development Plan 8, or PDP8, [00:22.52]aims to increase Vietnam's energy production. [00:27.84]Government planners hope PDP8 will more than double [00:33.28]possible electricity production in Vietnam. [00:38.28]The goal is to generate up to 150 gigawatts by 2030. [00:46.76]The plan includes a big change [00:49.84]away from coal and towards renewable energy. [00:55.04]PDP8 aims to produce more electricity from wind, [01:01.36]solar, hydropower and other renewable sources [01:06.88]to make up almost 50 percent of total power capacity. [01:13.80]However, the plan also aims to increase use of gas [01:19.48]and imported liquified natural gas (LNG) [01:25.16]for up to about 25 percent of power capacity. [01:32.16]Under the plan, no new coal power stations can be built after 2030. [01:40.44]The total amount of power from coal will likely increase by 2030. [01:48.52]But planners said it will be a smaller percentage of total power production. [01:56.80]That percentage is likely to be about 20 percent. [02:02.48]Currently, Vietnam uses coal to produce about 30 percent of its electricity. [02:09.88]The plan also calls for Vietnam [02:14.12]to stop using coal for power production by 2050. [02:20.64]However, paying for the plan might be difficult. [02:26.44]Vietnamese planners aim to spend nearly $135 billion [02:33.00]on new power plants and electricity grids until 2030. [02:40.88]The German government warned that [02:43.60]Vietnam's arrest of environmental activists [02:48.20]could hurt financing for its energy plans. [02:53.52]The G-7 group of big economies, including the United States, [03:00.44]promised $15.5 billion in financing [03:05.60]for Vietnam to end using coal-powered plants. [03:12.44]The promise is a part of the Just Energy Transition Partnership [03:18.16]similar to one reached with another Southeast Asian nation, Indonesia. [03:26.20]Problems with gas supplies from Russia [03:30.36]have increased gas prices and demand for LNG. [03:37.80]However, investors want renewable sources, said Trang Nyguyen. [03:43.64]She is leader of the Southeast Asia team at the Climateworks Centre, [03:50.44]a non-profit research group based in Australia. [03:55.76]She said it might be difficult to get financing for LNG. [04:02.28]Aditya Lolla leads the Asia program at Ember, [04:07.08]a policy group based in London. [04:11.04]He said that problems with gas supplies because of the war in Ukraine [04:16.96]might push Vietnam back to using coal. [04:22.00]He added that would be more likely to happen [04:25.76]if more of the country's electricity [04:29.40]is not produced by renewable energy sources. [04:35.68]In July 2022, Vietnam passed a law [04:40.56]promising to reach net-zero emissions by 2050. [04:47.60]That means the country would not add [04:50.68]any additional carbon gases to the atmosphere by that time. [04:57.08]I'm Andrew Smith 更多听力请访问21VOA.COM
