[00:04.68]of arrests in the South the past fiscal year,

[00:53.40]in Venezuelans coming to the southern border.
[00:57.40]"Do not, do not just show up at the border,"
[01:02.36]Biden said last week in his first major speech on border security.
[01:09.64]At the same time, he said the U.S.
[01:13.40]would permit up to 30,000 people from Cuba, Nicaragua,
[01:19.08]Haiti and Venezuela to enter the country by air each month.
[01:25.40]During the past fiscal year, agents arrested
[01:30.64]more than 2.2 million people at the U.S.-Mexico border.
[01:36.48]But many of those individuals had tried to cross
[01:41.08]more than once after being caught.
[01:44.36]The migrants were quickly expelled to Mexico
[01:48.56]under a COVID-established order known as Title 42.
[01:55.08]Before last year, Mexico had generally
[01:59.48]only been accepting the return of its own citizens
[02:03.88]along with migrants from Guatemala,
[02:06.80]Honduras and El Salvador.
[02:10.16]The number of Venezuelans crossing the border
[02:13.72]fell sharply after Mexico agreed to accept
[02:17.92]expulsions of Venezuelan migrants last October.
[02:23.28]Before Title 42, migrants had been permitted
[02:28.52]to arrive at a U.S. port of entry and tell border officials
[02:34.12]they feared returning to their home country.
[02:37.72]That action would start an asylum process.
[02:42.12]Migrants seeking protection
[02:45.64]must prove they have been persecuted,
[02:49.00]or fear they will be, on the basis of race,
[02:53.28]religion, nationality, political opinion
[02:57.44]or membership in a social group.
[03:00.88]The migrant is required to make an official asylum request
[03:06.52]to a U.S. asylum officer or in U.S. immigration court.
[03:12.72]Other migrants who arrive on U.S. soil
[03:16.92]are permitted to ask for asylum,
[03:19.84]even if they cross the border illegally
[03:23.36]and turn themselves into border agents.
[03:27.20]But winning a case that way is a long
[03:31.60]and complex process and can take years to complete.
[03:36.96]Migrants who cannot be expelled under Title 42
[03:42.64]are processed under an immigration law known as Title 8.
[03:48.48]Those individuals can be detained or released
[03:52.96]in the U.S. during consideration of their cases.
[03:57.64]Asylum seekers can seek work permits
[04:01.76]as long as they attend court hearings
[04:04.72]and other immigration requirements.
[04:08.04]Last year, the Republican governors of Texas and Arizona
[04:13.56]bused thousands of migrants from the border
[04:17.44]to northern cities like New York and Washington, D.C.
[04:22.36]The governors said the action
[04:25.76]eased pressure in border communities
[04:29.00]and expressed their opposition
[04:32.28]to the policies of President Biden
[04:35.28]and Democratic lawmakers.
[04:37.96]There are a number of ways
[04:40.60]to enter the U.S. legally as an immigrant.
[04:44.08]These include being sponsored by a U.S. citizen or company,
[04:50.00]to perform a particular job or to study.
[04:54.40]But getting a visa approved can take a long time
[04:58.88]and the process is not always available
[05:02.32]to under-represented communities.
[05:05.72]The Biden administration set a goal in 2022
[05:11.16]to resettle 125,000 refugees who registered from abroad
[05:18.52]after former President Donald Trump
[05:21.88]sharply reduced admissions during his term.
[05:26.36]But the COVID-pandemic added to existing delays
[05:31.92]and prevented the U.S. from reaching that goal.
[05:36.72]When Biden took office in 2021, he urged Congress
[05:42.40]to pass wide-reaching immigration reform.
[05:46.68]Efforts to fix what many believe is a broken immigration system
[05:52.20]have been a long-standing goal of past administrations.
